JOB SUMMARY
This position reports to the Program Manager. The Construction Manager will be responsible for oversight of daily operations in the field and ensure that all work orders and tasks are carried out properly. The Construction Manager will ensure the fulfillment of project deliverables to accelerate, billing, invoicing, and managing daily status reporting.
MAJOR DUTIES AND RESPONSIBILITIES
- Oversee customer support processes, look for opportunities to improve customer satisfaction.
- Manage weekly billing and invoicing to ensure proper cash flow levels.
- Manage business relationships and SLA agreements with external partners/vendors.
- Evaluate overall program performance by gathering, analyzing and interpreting data and metrics.
- Ensure legal compliance with all state and local municipality statutes and regulations.
- Translate project requirements into project objectives, pay-point milestone activities, and construction schedules.
- Manage the maintenance of project assets such as vehicles, test equipment, tools, etc. ensuring safety and good working condition.
- Communicate major milestones and identify potential project risks; conducts regular staff meetings to review project activities and priorities.
- Assist with the management of client expectations, escalations, and the change management process.
- Evaluate risk from multiple perspectives and create risk registers and action plans as needed.
- Ensure the accuracy of the project closeout documentation/deliverables.
REQUIRED QUALIFICATIONS
- Five (5) years experience in utility construction project management, supporting outside plant (OSP) telecommunications services (Telephone, CATV, COAX, Distributed Power, and Fiber Optics).
- Excellent organizational and leadership abilities.
- Outstanding communication and people skills.
- Working knowledge of data analysis and performance/operation metrics.
- Working knowledge of safety standards used in aerial and underground utility construction.
- Demonstrated problem solving and analytical thinking skills.
- Ability to travel as required.
PREFERRED SKILLS AND ABILITIES
- Working knowledge of fiberoptic materials and devices that deliver Telephone, CATV, and High-Speed Internet service
- Working knowledge of Penguin Data Systems use in OSP construction
EDUCATION
- Bachelor's degree or equivalent education and experience.
- Military supervisory experience a plus

- Must perform work with minimal supervision
- Must be able to prioritize multiple projects and perform under pressure
- Must negotiate time frames for completion and meet critical deadlines
- Must be willing and able to work with other coworkers to complete job assignments
